Crap! This happened to me too and I can't remember exactly what I did to fix it >< I restarted the case, but don't bother because that isn't what fixed it for me (that much I do remember)
I went here and searched and came up with an answer in one of the threads.
I *think* you have to do something with the microscope equipment? I could be wrong, but, I can tell you that it definitely involves the mobile lab so just try to search everything that is searchable and make all the connections. I will try to see if I can find the thread for you in the meantime.

Ok, found the thread it was right under this one.
Anyway, it's like I thought.
The microscope was the problem for me. You have to examine the bullet under the microscope. Apparently you're not supposed to "have" to at that point in the game, but for me that is what fixed the problem of not having the rest of the locations available.
